Rachel Shields is responsible for leveraging and enhancing LED’s relationships with the corporate and private sector to ensure Louisiana businesses are better served by the state.

Mark Lorando

Director of Strategic Communications

Mark Lorando is responsible for developing and executing a strategic plan to promote Louisiana’s unique advantages for business investment to key  stakeholders in-state, across the country and around the world.

Robin Porter

Executive Counsel

Robin Porter is a results-oriented General Counsel, Business Executive and Managing Partner licensed to practice law in Louisiana with more than 30 years of extensive, diversified experience in residential mortgage lending and servicing, banking regulatory compliance, and commercial transactions.

Chris Stelly

Director, Legislative Affairs

Chris Stelly serves as LED’s official liaison with members of the Louisiana Legislature and other state agencies, responsible for engaging on all legislative inquiries or official requests for information from the department.
